The seed

Toh-Toh, the Yuba loyalist who proved the aquifer-intact thesis in Ch. 0165, is murdered on-page by Crocodile via Suna Suna mummification. First on-page named-civilian death in Alabasta; first on-page Suna-Suna-no-Mi kill.

The payoff

The structural irony: Toh-Toh’s faith in the king (‘the king would never betray his people’, Ch. 0163) is vindicated by his death at the hand of the actual antagonist of Alabasta — the Warlord who framed Cobra. Toh-Toh died believing in the king, and his belief was correct: the king is also a victim of the same conspiracy. Pre-loads Ch. 0180+ Strawhat-discovery-of-Yuba’s-destruction beat.

Why this matters

The mummification-threat from Ch. 0170 (against Vivi) was named-but-not-deployed; the kill-tier deployment is here, against the loyalist who articulated the moral foundation of the loyalist-faction. The villain kills the moral-foundation-articulator first.
