The seed
Crocodile’s closing monologue over the impaled Luffy (Ch. 178 pp. 19-20): “Straw Hat Luffy, upstarts like you are a dime a dozen… You’re a two-bit greenhorn. …In the Grand Line.” The chapter is titled Grand Line Level and the doctrine is delivered as the chapter’s bookend.

Why this matters
This is the first time a villain names the power-stratification system the manga will spend the next ~1000 chapters honoring. Every later Luffy strength-jump (Gear 2/3/4/5, Haki-acquisition, Conqueror’s-Haki, Awakening) is a structural answer to upstarts are a dime a dozen in the Grand Line. The chapter-title-as-doctrine-bookend technique recurs across the series (cf. Pirate King, The Pirate Era, etc.).
