What we know

The waver is a single-rider sky craft — a “jet-ski”-style boat that skims the cloud-sea with no sail and no oars, powered by a Dial (Ch. 239 pp. 15–17). Pagaya rides one in to Angel Beach. Robin identifies it from Mont Blanc Noland’s diary (“It was a waver! Noland mentioned them in his diary — boats that run without wind!!”, p. 16) — both confirming Noland’s account again and (dead/historical-source dialogue tell) seeding the device’s role in the arc. Robin also notes Luffy “salvaged something like that” earlier, foreshadowing a Straw Hat (Nami) becoming the waver’s rider. Prop-tell + Noland-diary callback.

Etymology

ウェイバー / Weibā = English “waver.” It reads on two levels: from “wave” (a jet-ski-style craft that skims the cloud-sea like waves), and as “waver” in the sense of to wobble / sway unsteadily — apt for a notoriously hard-to-balance craft a novice (Luffy) wipes out on instantly while a natural (Nami) rides it cleanly. Transparent; confidence high.

Chronology / structure

Pagaya’s waver is the first on-page Skypiean vehicle; the device returns as a Straw Hat craft later in the arc.
