When Luffy encounters an opponent whose combat-ceiling impresses him, his first response is to attempt recruitment — explicitly tagged with the King of the Pirates destination (the recruitment-criteria is King-of-the-Pirates-grade roster-requirement, not personal-affection).
What this seeds
- Robin at CP9 (Ch. 432-) — Luffy’s recognition of Robin as crewmate-grade despite her CP9 / Crocodile / villain affiliations.
- Brook at Thriller Bark (Ch. 442+) — Luffy’s recruitment of Brook based on the unique combat-and-haunting-soundtrack combo.

Failure modes
- Mihawk (Ch. 51) — declines (off-panel; structural). The pattern’s first deployment is also a failure — establishing that the pattern is attempt-not-guarantee. Future-Claude: the pattern’s failure-rate is implicitly recruits-of-this-tier-decline-more-often than baseline.
- Crocodile (Alabasta) — never offered, but structurally a anti-pattern — Crocodile is too villain-coded for the recruit-the-strongest axis to fire.
- Boa Hancock (Amazon Lily) — never recruited; relationship instead.
