Krieg is the earliest on-page named-villain to declare the One Piece as his explicit goal. The verb-cluster is capture + lord-over. The framing: One-Piece-as-instrument-of-rule.

Why this matters
Oda is establishing the same-prize-different-relationship thread. Predictive use: every later arc-villain who names the One Piece will be characterized by the verb-cluster they use. Track:
- Krieg (Ch. 48): capture + lord
