Hiriluk’s politics-as-medicine register re-keys against the series-pattern of Luffy liberating sick countries — Cocoyasi (Arlong), Alabasta (Baroque Works / Crocodile), Drum (Wapol → Chopper’s recruitment), Skypiea, Water 7 / Enies Lobby, Thriller Bark, Fishman Island, Dressrosa, Whole Cake Island, Wano. Each arc-island is sick in Hiriluk’s diagnostic register, and Luffy cures it by removing the cause. The doctor-of-the-country grammar is structurally the same as Luffy’s I-will-help-this-island register. Hiriluk’s diagnosis becomes the series’ geopolitical schematic.
