The seed

The flag — the skull-and-crossbones with cherry-blossoms — fuses the pirate-icon with the cherry-blossom-miracle at the level of the chapter’s title (Skull and Cherry Blossoms). It is the visual encoding of Hiriluk’s entire doctrine in a single symbol.

The payoff

• Chopper inherits the flag-of-faith doctrine. Chopper carries Hiriluk’s no incurable disease doctrine into the Drum arc-climax and into his Straw Hat doctor identity.
• The cherry-blossom-snow-over-the-Drum-Rockies miracle re-stages the flag’s visual logic at planetary scale — Drum Kingdom is showered with cherry blossoms as Hiriluk’s dying-wish miracle is engineered by Kureha and the Straw Hats.
• The flag-of-faith doctrine re-keys across the series: Whitebeard’s flag, Luffy’s straw-hat-skull, the Sun Pirates flag — each becomes a flag against an impossible thing. Hiriluk’s flag is the earliest-named pirate flag with an explicitly anti-impossibility doctrine in the series.

Why this matters

Oda installs Drum’s central thematic engine — the flag of faith against incurable disease — in a single panel in a flashback chapter, before the arc-climax can land. The technique is chekhov-explicit: the flag is shown and named before its payoff. The arc-climax cherry-blossom-snow is a planet-scale re-staging of this single hoisted-flag panel.
