A Celestial Dragon (World Noble) aboard the World Government ship that visited the Kingdom of Goa for the World Aristocrats’ welcoming ceremony. He fired the cannon that destroyed Sabo’s small boat (Post-War childhood flashback, Ch. 588 p.7), killing the child for the “crime” of flying a pirate flag and “crossing his ship’s path” — refusing to relent even when told a child was aboard. The proximate cause of Sabo’s apparent death; emblematic of Celestial-Dragon impunity. Named & voiced off-panel p.7 but NOT visually depicted — the on-panel cane-and-cap figure who warns “Saint Jalmac! There’s a child on that boat!” is his retainer, not Jalmac himself. VIZ caption “Saint Jalmac” (databook romanization “Saint Jalmack”).

The personal name Jalmac/Jalmack plausibly echoes Jalmari / Old Norse Hjálmarr (“helmet” hjalmr + “warrior/army” arr = helmeted warrior), consistent with the Norse-leaning World-Noble name streak (cf.
